LGTM
PASS||FAIL is a bit less strict, since it will hide failures. We do this for
tests where we either can't do much about or where we don't care much about.
PASS||FLAKY will execute the test in the "flaky" test step on the bots, but
expects the outcome to be PASS. The step goes red occasionally as a constant
reminder, but does not close the tree or cause notification emails.
You can ignore the flaky tests when testing on the command line with the
--flaky-tests=skip option of run-tests.py.
