Sorry, totally mixed two things. The description is about rest parameters.
Spread operator can be used in two places:
1) function invocations, e.g.:
function f(a, b) {return a + b;}
var a = [2, 3];
f(...a); // 5
2) arrays, e.g.:
var a = [2, 3];
[1, ...a, 4]; // [1, 2, 3, 4]
