MakeDay implementation

[ES5.1 15.9.1.12] MakeDay does not seem to be implemented per spec, see
steps 5-6 of MakeDay.
Test case:

new Date(0).setFullYear(0xffffffff,-0xffffffff*12)

Expected: non NaN return value, date object is set to year 0
Actual: NaN is returned
