Committed patchset #3 manually as r19161 (presubmit successful).
Description:
Merge Parser::ReportUnexpectedToken and PreParser::ReportUnexpectedToken.
(I.e., move ReportUnexpectedToken to ParserBase.)
Because of the recent unifications, they now do the same thing.
