Process for V8:

In particular, this asks for an intent-to-implement mail and a design doc
as a
first step, which allows us to give high-level feedback first. Moreover, we
usually don't accept parser patches unless there is a concrete plan for a
more
complete implementation of a feature (especially since parsing is the easy
part).
The reason for all this is that V8 is a very complex system, and we want to
ensure that we are all on the same page regarding an implementation
project, its
extent, and its implications.
