This appears to have been triggered by r19325, specifically by the removal
of the "if (!FLAG_disable_native_files)" around the code:
if (!ConfigureGlobalObjects(global_template)) return;
isolate->counters()->contexts_created_from_scratch()->Increment();
Given that this test was also failing on the gc_stress bot before this CL
though, I think this is a coincidence and not the underlying cause.
