Just tried with the above suggested workaround:
svn checkout --force \
https://src.chromium.org/chrome/trunk/deps/third_party/icu46 \
third_party/icu --revision 214189
but I'm getting:
svn: E160013: '/chrome/!svn/bc/252186/trunk/deps/third_party/icu' path not
found
$ svn ls https://src.chromium.org/chrome/trunk/deps/third_party/icu
svn: warning: W160013:
URL 'https://src.chromium.org/chrome/trunk/deps/third_party/icu'
non-existent in revision 252186
svn: E200009: Could not list all targets because some targets don't exist
$ svn ls https://src.chromium.org/chrome/trunk/deps/third_party/icu
