New issue 3188 by [email protected]: Support loading the ICU data from an
external icu data file via mmap

Chromium switched (on all platforms) to load the ICU data from an external
data file (icudtl.dat) instead of linking statically to the data (Mac,
Linux, CrOS, Android) or loading from a dll (Win).
v8 should support it as well.
