New issue 3221 by [email protected]: Consider pretenuring all boilerplate arrays

Now in the code we have special cases where we might want to pretenure an array literal, but the boilerplate for a literal COW array is still in new space. We have to copy that boilerplate to old space "manually" at crankshaft time if this case occurs. A better solution may be to just ensure that all boilerplates are already pretenured, assuming that they will live a long time.

Boilerplates are re-created for each closure though, there might be a performance concern.
