& r19384 probably contributed around 1 - 1.5 %

Background: Gradual 5% regression on code load (15000 -> 14200) between
r18426 and r20201 (~1800 revisions), reproes locally on x64.
It looks like these commits might contribute to it (around 1 - 1.5%
together):
