New issue 3250 by [email protected]: can't access code.google.com

Access to code.google.com from ip 188.226.175.198 does not work. Access is
forbidden.
Normal access occurs from others ip.
188.226.175.198 is in Netherlands but I think Google detects it is from
Russian Federation or something else.
How can I solve this problem?
