Yang, thanks for the comments. I introduced a DontEmitDebugCodeScope to
wrapper
the emit_debug_code_ variable. It is more general than
NoSmiConstantRegisterUninitializationCheckScope and semantically clearer
than
using PredictableCodeSizeScope.
