Imagine the case where a developer breaks inside a generator and wants to
know the content of that unused parameter, it would be unintuitive for him
to see that it's impossible because it's not being used in the code (but is
actually used, now that we are debugging).
I suggest forcing context-allocation if we are compiling for the debugger
(see FullCodeGenerator::Initialize()), so that in case of debugging, we
have this piece of information available.
