New issue 3342 by [email protected]: Constant folding path for string
concat is not taken if one of strings is larger than ConsString::kMinLength

function f() {
return "aaaaaaaaaaaaaaaa" + "b"
}
optimizing this function results in an inline ConsString allocation instead
of folded constant. This happens because constant folding is done inside
the StringAdd instruction which is not what we emit here.
