The InitializeICU call in V8 was added only for testing (otherwise, e.g.,
you'd want to mmap the data files). I'm not sure whether it's worthwhile to
add complexity here, since an embedder can just initialize ICU itself and
not call V8::InitializeICU at all, wdyt?
