no, the user is the end user, and they may have requested a different data file to be chosen. I think the i18n code is buggy here- it should fall back to its "that locale isn't installed" behavior as per the ecmascript402 spec rather than dereferencing null.

Or, it (Intl) could have detected the situation on first access and not provide the Intl object at all.

Fatal seems harsh, but would be preferable to SIGSEGV..
