I found the issue, the v8 was linked against the system libicu and not the 
one it compiled itself, to solve the issue i needed to use 
chrpath -r \$ORIGIN ./libv8.so

./Final/libv8.so: RUNPATH=$ORIGIN/lib.target/
./Final/libv8.so: new RUNPATH: $ORIGIN


for whatever reason the v8 lib is linked to expect the own libs in a sub 
dir that was missing and than it defaulted for the os libs
