Chris,

If you have the standard old-fashioned hitch head with the head (the
component that the ball and trunnion bars attach to) welded to the draw bar
(the 2" square forged steel that slips into the tow vehicle's hitch
receiver), an experienced hitch welder can simply cut the two apart, slide
the hitch head down, possibly add an extended shank, then weld it all back
together at the appropriate height from the pavement.

If you have a newer bolt-up hitch head, it can simply be taken apart and
adjusted.
