I had a very similar problem.  I used Rit Dye color remover.  I even risked cleaning the drapes in hot water.  Mine were backed with a plastic like material.  They didn't seem to shrink at all, and the remover got out most of the rust stains.  Be sure to use the right amount of the color remover.  I only used one box on the first load and they didn't come out as well as when I used two boxes per load.

Does anyone have any idea on how to remove brown water stains on airstream curtains ? They are off white drapery type material that hang at the windows. They are pleated. Are they ruined or is there some secret to it? Is dry cleaning likely to remove them. Have no idea how long the stains have been on the fabric. Also does anyone know where to order a 1976 replacement mirror for the bathroom in a 31 ft. sovereign international ?
