The first thing in every TV is an AC to DC converter, commonly called a
power supply. When the TV DC circuits are designed for 12 volts the
power consumption is minimized. That's harder for color but possible. 12
volt black and white TVs have been around for at least 25 years and the
Panasonics I bought then for easy conversion to computer monitors are
still running. I guess they will become obsolete by the new digital TV
mandate in a few years.
