Dustin - I don't know the answer to your first question, but I'm sure
someone else will -
As for 'length' - always measured 'bumper-to-ball'... and it seems like the
length is 'rounded-down', e.g. a 19' Airstream might actually measure 19',
6" from the rear bumper to the center of the hitch-ball.
