This is how they made their "determination".
    They defined a motor vehicle as "every vehicle that is self-propelled
and every vehicle that is propelled by electric power obtained from
batteries or from overhead trolley wires..."
    They defined a recreational vehicle as "a vehicle with a camping body
that either has its own motive power or is drawn by another vehicle.  "
    They defined a mobile home as "being without motive power, so is not a
motor vehicle", so the vehicle dealer title bond does not apply to mobile
homes.
    So anyway, they "respectfully denied consideration of" our claim.
    So if you cannot turn to the State Department of Motor Vehicles, (who,
BTW, will license an RV), then who do you turn to?   :-)
    I just found this all very amusing.  But now it is over and I have
learned a lesson.
