The breakaway switch has nothing to do with the tow vehicle's brake
controller.
The power to the breakaway switch (and hence to the trailer brakes) is from
the battery on board the trailer (although there would be a feed from the
tow vehicle charging line if the tow vehical/trailer umbilical cord were
connected).
In the event of a runaway loose trailer, the breakaway switch would close
and energize the trailer brakes full tilt from the on board battery. This
will really nail the trailer in a hurry.
The moral of this story is to NEVER tow your trailer without an adequately
charged on board trailer battery properly connected.
