The original Bambi toilet was a marine type that used a foot pedal to
open the base valve (to empty the bowl contents) and a vacuum break
valve to apply rinse water when necessary, so water never really fills
anything.  Now it could also be that someone modified it since then too,
in which case all bets are off....
