Have you solved this issue? I'm getting the same problem with vagrant vmware fusion box. same vagrant debug log messages.
I copied my Vagrantfile and puppet config from another project I have been using without issue. I tweaked the network setting to place it on another subnet. done this a couple of time without issue, except for the instance but I cannot determine the cause of the issue.
