if there is no variable like VAGRANT_DEFAULT_PROVIDER or is no vagrantfile
on your home/.vagrant.d/Vagrantfile

that is forcing hyper-v then the "automagically" discover is causing
issues..

What happen if you do

vagrant up --provider=virtualbox
