that's correct, as far as I understand. But there is one thing called user-data/cloud-init <http://docs.aws.amazon.com/AWSEC2/latest/UserGuide/user-data.html> script, which can run any shell script at the time of booting. Vagrant got support for that. so may be that's another way.
