*puppet.manifests_path = "puppet/manifests"*

  config.vm.provision "puppet" do |puppet|
    puppet.manifests_path = "my_manifests"

not sure if this the cause, but can you replace those lines with:

    web.vm.provision "puppet" do |puppet|
      *puppet.manifests_path = "puppet/manifests"*
