Vagrant up and vagrant reload --provision seems to consistently fail on 
reading the class. I have only noticed this with Mac OSX on a Mac Book Pro. 
The command executed is "cd /private/tmp && puppet apply --modulepath 
'/tmp/vagrant-puppet-3/modules".  


Simply manually executing puppet apply fails with 
/usr/local/Cellar/ruby/1.9.3-p286/lib/ruby/1.9.1/rubygems/custom_require.rb:36:in
 
`require': cannot load such file -- puppet/util/command_line (LoadError)
from 
/usr/local/Cellar/ruby/1.9.3-p286/lib/ruby/1.9.1/rubygems/custom_require.rb:36:in
 
`require'
from /usr/bin/puppet:3:in `<main>' . 




Vagrant 1.6.3 and Mac OSX 10.8.5
