2 separate things here as I see it.

a. If you get issues running 64 bits vms, is because VT/Virtualization is
not enabled on the BIOS of the PC.

host 32 bit, vm 64 bit, host 64 bit, vm 64 bit should run without problems
on windows.

b. docker I understand is only 64 bits.

So, I believe you should check what's wrong when you try to use 64 bits vms.

Anything that you can share ? more than happy to assist, it should work
without issues.
