Bill's Kitchen is a "DevPack" which bundles Vagrant, ChefDK and a few other tools and tweaks you need for developing with Vagrant (and provisioners like Chef) on windows boxes. There's no installation involved - just unzip and start hacking. Version 2.2 is mostly a "tool update release".
