I think you miss or not followed correctly chapter 5 (
http://edx-installing-configuring-and-running.readthedocs.org/en/latest/devstack/install_devstack.html

if you follow those steps, you will have a correctly configured virtual
machine (with an edxapp existing user).

As Alvaro states, following chapter 5, you'll download the VagrantFile and
then use it to create your devstack virtual machine.

on the other hand, as you did, executing

$ vagrant init hashicorp/precise32

created an empty precise 32 box, which is, well, not what you're looking
for.
