I had the same issue with bash for windows (GNU bash, version
4.3.42(2)-release (x86_64-pc-msys)). The error I saw when I did a vagrant
up was:

I got passed that error by using Windows Command Line instead (cmd.exe).
And it worked there. So this could be an issue with bash for windows.
