Debug is used when you need to review some issue in more detail.

here seems you are going the other way.. from debug log you want to see 
whats wrong?

Lets start over.

- What you want do ?
- Is that working?
- all that should be happening is happening?
- Something that should be happening is not happening?


Some of those Questions may help to understand what Issue you are trying to 
solve.


going to the basics, if you install virtualbox, and vagrant, and reboot if 
you are on windows, Vagrant should work


you can test with

mkdir p64
vagrant init -m hashicorp/precise64
vagrant up

and tell us if that works.
If that doesn't work

share normal output
then 

vagrant destroy
vagrant plugin list
vagrant version
vagrant up --debug

and share all the logs
