I have managed a workaround....

I removed my setx...path /M

I then gave each user their own setx vagrant_home

This means that different users can remote in but they have their own personal 
vagrant store meaning they need to add any boxes I create individually.

In an ideal world there would be one vagrant repository for all users of one 
box.

I have been playing with it for a while and am relatively comfortable with it 
now, but this is the first time I have been dealing with multiple users.
