I have an application that involves Raspberry Pi Zero nodes running some Docker containers from Balena <https://www.balena.io/docs/reference/base-images/base-images-ref/>. It appears that VMWare and Virtualbox can emulate a Raspberry Pi using QEMU <https://www.makeuseof.com/tag/emulate-raspberry-pi-pc/>.
Would Vagrant be capable of spinning up the Raspberry Pi emulator and launching Docker containers using docker compose?
