Vagrant normally shares the current folder inside the VM as /vagrant. So you can use that to have a file available inside your VM.
Then, in a provision.sh step, just perform the change. In Linux/Unix there are a lot of commands available for you to perform changes to text files. Some come to mind, sed, awk.
