You can try the recommendation to 

Changing the ssh client from *C:\Windows\System32\OpenSSH\ssh.exe* to 
*C:\Program 
Files\Git\usr\bin\ssh.exe* worked for me.


Can you check first whether, in fact, you do have :\Program 
Files\Git\usr\bin\ssh.exe ?

If so, then, to change it, see this link
