check if your installation have any license and remove it vagrant plugin list vagrant plugin uninstall vagrant-vmware-<name>
share output of vagrant plugin list and the packer code you are using. you can add the provider to force virtualbox like this: https://www.packer.io/docs/builders/vagrant.html#example Thanks alvaro.
