It sounds like you've done the basic troubleshooting - that's
great. You might try exchanging IDE cables if you haven't already.
If it's under warranty, see if HP will help you diagnose it over
the phone. If not, disconnect your devices from the motherboard and buy a
PCI secondary IDE card at a computer store. It'll be less than $40 and
will give you support for 4 fast devices, for a total of 6 usable with
your existing primary IDE.
