I promise this us my last post on Vermont Health Information Exchange
Network.   I think the discussion is getting way too specialized for a
general 'Nix enthusiasts list.

Having a network for data exchange boils down to getting vendors to
standardize on the wire protocol(s) which must be supported by their
systems, some of which might be FOSS.    Nationally, for EMR, this is an
evolving set of standards, with more an more medical disciplines being
added each year along with new technologies, notably security
technologies.  The most obvious manifestation of this process is a
yearly meetup called a Connectathon.    Eclipse Open Healthcare
Framework is the only FOSS participant that I know of.    There may be
others.   Many commercial participants, but its pretty much a techie
event, not marketing.

There is a test suite (called Mesa) that constitutes the moving
connectivity target.    Some portions of Mesa must be relevant to VHIEN,
but no one is saying exactly.   That is the problem.
