AOT = Agency of Transportation. Like, state guys in large, orange trucks. =P
AOT has their garages and most airports as part of their domain sprinkled around the state (the only exception is Burlington airport, that's owned by the City of Burlington and federally controlled). They have lots of state-owned structures available for WISP activities versus the smaller agencies that may be in leased spaces but in downtown areas. State office buildings in Burlington, Waterbury, Montpelier, and other towns are downtown and state-owned... At the bottom of each are state buildings that the State Administrative office owns/manages. Maybe there is something useful? Bytes are cheap; AOT doesn't register as an acronym from this end.
