Dear Speaker Smith,

This morning I read the Times Argus article; (http://www.timesargus.com/article/20091104/NEWS01/911040358/1002/NEWS01) about the Department of Innovation and Information (DII) hiring Technology Partners International (TPI), a subsidiary of Information Services Group, Inc. (ISG) (NASDAQ:III, IIIIU, IIIIW) Houston, Texas $300,000.00 to study how to get rid of the State Mainframe and outsource State IT support jobs.

The Barre Open Systems Institute, which has in the past supported your office by presenting persuasive white papers on state Information Technology cost savings, (http://www.flint.com/vtccp) would very much like to know if there is anyone who can answer a few related questions;

0. Did bidder qualification require use of out-of-state contractors?
1. May we gain a copy of the original specification TPI and the other 7
   firms based their proposals on?
2. May we additionally gain a copy of the resulting report or drafts in
   order to re-butt?
3. Could a fraction of these funds (say one percent) be made available to
   Vermont State organizations in order to support rebuttal?

In these last days of the Douglas Administration, the Vermont Telecommunications Authority (VTA) and DII are about to make irrevocable changes to the IT infrastructure of the State of Vermont. The choices made and long term commitments entered into will further exacerbate the disastrous technology choices that have characterized the Douglas administration to date. It is essential to the welfare of Vermont that the technology strategies and architectures currently being developed and imposed be reviewed and considered with extreme care. Based upon the past performance of Fairpoint, State Labor relations, Burlington Telecom, EC fiber, the State College Telecommunication procurement as well as other smaller yet no less dismal failures, it is necessary to plead that adult supervision be brought to bear on this out-of-control process.

The Barre Open Source Institute, a Vermont organization humbly asks merely to be allowed access to the private, darkened rooms where these poor choices are being considered and implemented.
