I'm afraid I don't have any hard data for you, but you might look at
the FUSS project:

They have developed their own distro (Debian-based, I believe) as well
as a migration plan, training materials for teachers, and so on.  They
don't seem to have any progress reports available, but they do have
contact information posted, so maybe they can help you out?

I believe there have been similar moves in other countries -- at least
India and, I think, Spain.  I don't know of any U.S. examples, though.

I'd like to see some data too, if you turn any up.  Let us know if you
find anything!
