I'd bet this is a case of a poorly worded article by someone who didn't
understand the specifics, or wanted to water it down for the public.
 Microsoft has scored deals in the past on products that use or emulate a
FAT16/32 based file system on a device such that it can be used on a Windows
PC as a plug and play USB device (remember TomTom?).   Microsoft also has a
rather large and long history of tablet based "innovations" (read that as
you will Newton fans) that might apply to the Kindle.. who knows.

They are not "paying for Linux" specifically.
