One more reason that California is broke. Wasting time on something like this 
and probally planning on charging more for the plate to boot. Top it off with 
the additional gov't workers to track the ad revenue and they'll be back in the 
same boat in 10 years. At which point they'll have to have a study of 10 years 
worth of data to see if the ad's are causing accidents which is all brought on 
by a lawsuit from someone slamming into a school bus while trying to read a 
truck's plate in their rearview mirror for the new 3-D playboy mags.

I would tend to think or at least hope that VT is smarter then that.
