Depending on how invested he is in his front-end UI, I'd recommend just
doing the whole thing as a web app.  If he already has a, say, swing UI
and just wants a web-based backend, then having anything he can POST
data from the UI to would be fine.

Tomcat or Jetty as the base container, SpringMVC or Struts for the web
tier, Spring has some other JDBC Template stuff that makes JDBC a bit
more sane w/o being a full-blown ORM (which he unlikely needs).
