Dave, here's a thought for you you. Since MySQL databases are stored using the file system you can readily discover the database names by examining the directories used for storing databases. So for example on many linux machines /var/lib/mysql would be your starting point.
Maybe this would turn out to be impractical because of the possibility of other files there but if those 'extras' don't change then you can readily have them on an ignore list.
