Could this be administered similar to the Texas abortion law?
"Citizen Citation (R)" could take place in several formats, paper or
electronic. Law enforcement could participate, local State and Federal
civil courts would rule and fine accordingly.
The Citizen Citating would be entitled to 50 percent of the proceeds and
be immune from subsequent prosecution.
