Hi,

until I'll find a better autogen.sh you need to install the
gnome-autogen.sh script from your distribution.

In debian that script is provided by gnome-common package:

$ apt-cache search gnome-autogen.sh
gnome-common - common scripts and macros to develop with GNOME

since you didn't tell what is yours I can't help more.

HTH,
        Andrea
